Gene and cell therapy is the treatment of disease by the delivery of therapeutic DNA into a patient’s cells, providing long term and potentially curative treatments for a wide range of diseases. With the potential to transform medicine, the sector holds significant promise with the first commercial products now launched and others rapidly approaching the market.

Our recent successes are driving significant growth. As such, we are looking for a Head of Project Management.  In this role, you will provide leadership and expertise in the development of project management services within Oxford Biomedica (OXB) working collaboratively across existing project management teams and departments to provide future proof fit for purpose project management solutions. The Head of PM will lead a diverse team of project managers covering early and late stage product development, large infrastructure projects, business development projects, IT projects and strategic projects. In addition to this the Head of PM will develop portfolio level project and product reporting to support decision making across OXB, providing information to managers, Heads of department and the Senior Executive Team (SET). As part of the role the Head of PM will also undertake leadership of strategically important projects working closely with Heads of Departments and SET.  

Key responsibilities and accountabilities:

  • Creation and implementation of the vision for the future of Project Management at OXB, built from a strong portfolio, programme and project management background and with input from the project management teams across OXB
  • Lead PM team ensuring they have the skills and capabilities to meet the expectations and business requirements of OXB for project management through hiring and ongoing  team and personal development 
  • Establish a highly credible relationship with Heads of Departments and SET to ensure a thorough understanding of their expectations of project management and the project managers and to establish recognition of the value of the function.
  • Work across OXB to develop and maintain a system to provide senior management with data to enable tracking of the variances and risks of the portfolio of projects and products within OXB. Enabling better informed decision making in such areas as spending priorities, resource allocation, P&L and return on investment
  • Provide a framework of support for project management both within the PM team and PM teams across OXB
    • Implement consistent planning standards and methods across every project plan to enable effective cross project forecasting and analysis.
    • Maintain the methodologies, tools and guides needed to enable consistent application to all projects.
    • Establish a curriculum of mandatory and elective courses on all aspects of project management for project managers and project team members.
    • Ensure compliance with corporate governance requirements such as project documentation and retention.
    • Establish an OXB network of Project Management supporting individuals across OXB who run projects
  • Collaborate with Senior Management to agree appropriate allocation of project managers to projects to reflect business priorities and development needs.
  • Establish a peer review process to ensure the best ideas for content and execution of project plans are built into each project plan. Conduct periodic health checks to ensure quality of project planning and control.
  • Take strategic responsibility for process improvement activities in project management and elsewhere in the business. Lead or sponsor process improvement initiatives.
  • Represent Project Management within OXB and represent OXB outside the company. Maintain awareness of project management practice in the pharmaceutical industry and other industries.

 

Key skills and requirements:

  • Advanced degree – MBA/PhD preferable or
  • Degree (BSc or equivalent)
  • PMP or equivalent certification
  • Extensive pharmaceutical or related industry experience
  • Extensive pharmaceutical project management experience essential
  • Significant line management experience
  • Experience in project management leadership, with finance, organisational development, consulting, IT, change management or process design are beneficial.
